
On January 6, 2025, a Notice of Funding Opportunity (NOFO) was posted for FEMA’s BRIC and FMA FY24 Hazard Mitigation Assistance Grants. Both grants have a submission deadline of April 18, 2025, at 3:00 PM ET. Below is more information about each grant:
Building Resilient Infrastructure and Communities (BRIC) – the estimated total program funding is $750,000,000 with 800 expected awards. BRIC grants focus on capability and capacity building activities and hazard mitigation projects. FEMA has provided a Mitigation Action Portfolio with examples of past projects awarded funding.
Flood Mitigation Assistance (FMA) – the estimated total program funding is $600,000,000 with 40 expected awards. Per the FEMA website, FMA grants “focus on reducing or eliminating the risk of repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP), and with participating communities.”
If your local agency wants to apply, they need to do so through their state hazard mitigation grant agencies rather than directly to FEMA. This is because, as the NOFO states, eligible applicants for these grants are States, the District of Columbia, US territories, and Federally recognized Tribal nations that meet the eligibility criteria. Also as stated in the NOFO, “communities, including local governments, cities, townships, counties, special district governments, and Tribal nations (including federally recognized Tribal nations who choose to apply as subapplicants) are considered subapplicants and must submit subapplications for financial assistance to their state/territory/tribal applicant.”
